In response to the recent debate by the IEEE (Electrical and Electronic Engineers Association), the largest international academic organization in the industry, to clean up Huawei’s reviewers, the IEEE today issued a statement saying that the US trade restrictions have a slight impact on IEEE members worldwide.

Relevant US government regulations restrict Huawei’s and its employees from participating in IEEE activities that are not normally open to the public, including part of the publication’s peer review and editing process, while the IEEE requires compliance .

However , all IEEE members, including Huawei employees, can continue to maintain IEEE personal and corporate membership and exercise voting rights; normal subscriptions, access to IEEE digital libraries and read other IEEE published materials and documents; Normally enter the publication review process; normally participate in and attend IEEE-sponsored academic conferences and events, and can sponsor or accept IEEE awards. Members related to Huawei can also participate in business, logistics and other meetings, including participation in the planning of academic conferences.




Huawei and its employees can continue to be members of the IEEE Standards Association, including the normal acquisition or exercise of voting rights of members; participate in IEEE standard-setting meetings, submit new standard proposals, and participate in open discussions of standard technical proposals.

The IEEE will respond to the recent increase in the US Export Control Regulations (“EAR”) and further explain the impact of EAR on IEEE members worldwide, including China.

On Thursday, May 16, 2019, the US Department of Commerce’s Bureau of Industry and Security (“BIS”), which manages and implements the EAR, joins Huawei Technologies Co., Ltd. and its 68 affiliates (collectively referred to as “Huawei” in the following paragraphs).
