The European units of the Huawei P30 Pro are now getting the November 2022 security patch update. The all new firmware is 270 MB in download size. So you can download as you wish via WiFi or mobile data. There are no other changes than those named in the changelog, not even to the EMUI version.
In terms of the EMUI 13, Huawei released it for the Mate 50 Pro but for the other variants, the information is yet to be unveiled.
